Abstract

Indonesia is a country that has potential as a tourist destination in the world. The development of tourism in Serang City aims to improve the quality of tourist destinations to attract normal tourists and tourists with special needs (disabled). In increasing the number of tourist visits in Serang City, the Local Government of Serang City provides facilities for tourists with special needs (disabled). Identification of problems in this research is how the authority of the Serang City Government in the development of tourist attractions that are friendly to tourists with special needs (Disability) in Serang City based on Law Number 10 of 2009 about tourism? And what are the obstacles for the Serang City Regional Government in developing tourist attractions that are friendly to tourists with special needs (Disabled) in Serang City? Theory used in this research is theory of authority and theory of development law. Research method used in this research empirical juridical law method. The research specification used is descriptive analytical research. Data sources are primary data supported by secondary data. Data collection techniques are carried out by library research, and field research. The data obtained were analyzed descriptively with a qualitative data analysis approach.
