Abstract
Sports play a vital role in national development, both as a means of improving public health and as an instrument of diplomacy and cultural identity reinforcement. Pencak silat, a traditional martial art recognized by UNESCO as an Intangible Cultural Heritage in 2019, holds a strategic position in this context. However, the welfare of pencak silat athletes continues to face significant challenges, particularly at the local level. This article examines the role of local government in ensuring athlete welfare through the implementation of Serang City Regional Regulation No. 2 of 2025 on Sports Administration. The study applies a juridical-empirical method supported by a socio-legal approach, combining legal document analysis, interviews, and limited observations. The findings reveal that while the regulation provides a clear legal foundation, its implementation is constrained by limited budgets, inadequate facilities, weak institutional coordination, and the absence of sustainable career transition programs. The analysis highlights a gap between legal norms and actual practice, indicating that the role of local government has yet to fully reflect the welfare state principle. Compared to international practices, Indonesia still lags behind in providing long-term welfare guarantees for athletes. This article recommends increasing sports budget allocations, improving modern facilities, integrating athlete social security, and developing sustainable career transition programs.
